The short answer

No. Your data. Shrink it from its app; don’t delete the folder.

What is it?

Additional speech voices in Apple’s MacinTalk format, used by text to speech, the say command and VoiceOver. They are stored in a protected system folder and downloaded only when you add them.

Additional speech voices. Managed in Accessibility > Spoken Content.

What happens if you delete it?

A removed voice is downloaded again only if you select it.

How to remove it properly

Do not delete files in the system folder. Open System Settings › Accessibility › Spoken Content, click the System voice pop-up menu, choose Manage Voices, and click the Trash button next to voices you no longer use.

Don’t remove it by hand; macOS manages it.

How MoreRoom helps

MoreRoom recognises this as your data and never suggests deleting it. It shows how much space it takes, so you can shrink it from its own app.
